The best ambiguous headline I have seen, and have the cutting in my possession, is from the London "Daily Telegraph" of a few years ago - " Cuts in hospital chaplains attacked by Archbishop "
It's supposed to mean "the politically left parties in Britain can't make up their mind about the Falklands War" but it could also be interpreted as "British people left waffles (pancakes) on the Falkland Islands"
